The strategy is aimed at countering the U.S. for North Korea's security and national interests. Leader Kim Jong Un, who presided over the meeting, criticized the U.S., labeling it as the 'most reactionary state' and accused the U.S., South Korea, and Japan of forming an 'aggressive nuclear military bloc.' Kim also called for the continuous enhancement of the North Korean army's warfare capabilities and the development of defense science and technology to bolster war deterrence.
