The agreement was communicated by Ismail Haniyeh, the head of Hamas's political bureau, through a phone call with Qatar's Prime Minister and Egypt's intelligence chief. This development follows Israel's order for the evacuation of about 100,000 residents from Rafah, anticipating a military operation. Israel, however, has rejected the ceasefire terms proposed.
