Russia has unveiled a new nuclear doctrine that lowers the threshold for nuclear engagement while continuing its invasion of Ukraine. The updated doctrine, proposed by President Vladimir Putin, aims to address new threats and does not signify a radical departure from previous policies, according to Rajoli Siddharth Jayaprakash. Russia's Deputy Foreign Minister Alexander Grushko emphasized that the changes are intended to ensure Moscow's security by all available means. Additionally, Russia recognizes that NATO is increasing the role of nuclear weapons in its strategy. Despite rising nuclear tensions, Russia maintains emergency hotlines with the U.S. and NATO, with defense ministers from both countries maintaining dialogue for emergencies. The doctrine was unveiled amid the conflict in Feodosiya, Crimea.
