VisitKyivstar and Starlink to Launch Direct-to-Cell Service in Ukraine by Q4 2025, First in Conflict Zone

Kyivstar PJSC, Ukraine's largest mobile operator, has signed a deal with Elon Musk's Starlink to introduce direct-to-cell satellite-powered cellular service across the country. The agreement aims to enhance telecom infrastructure resilience against Russian attacks by leveraging satellite technology. Kyivstar plans to roll out text messaging services via Starlink in the fourth quarter of 2025, with voice and data services to follow in subsequent phases. This collaboration marks Ukraine as one of the first nations to implement Starlink's direct-to-cell connectivity on a national scale, utilizing satellite modems that function like cellphone towers. Financial details of the agreement were not disclosed. Starlink, owned by SpaceX, also provides critical internet connectivity to war-torn Ukraine and its military, making Ukraine the first conflict zone to utilize this technology.
