German authorities are developing a comprehensive plan to expand civilian shelters amid heightened security concerns, particularly due to rising tensions with Russia. The proposal includes converting metro stations, basements, underground car parks, subway stations, and other public and private buildings into bomb shelters. The German government is also preparing a list of bunkers and shelters, with 579 currently available to accommodate 480,000 people in a country of 83 million.
