Judge Rules Baltimore Harborplace Zoning Change Ballot Question Unconstitutional

An Anne Arundel County Circuit Court Judge has ruled that Baltimore City Ballot Question 'F' is unconstitutional. The ballot question, which pertains to allowing residential units at the proposed Harborplace redevelopment and requires a zoning change, will still appear on the ballot, but the results will not be counted. The ruling came in favor of an effort led by Thiru Vignarajah to block the redevelopment plan. An appeal of the decision is possible.
