FDA Proposes Reducing Nicotine in Cigarettes by 95% to Non-Addictive Levels

The Food and Drug Administration (FDA) has proposed a new rule to limit nicotine levels in cigarettes and certain other tobacco products to minimally or non-addictive levels, potentially reducing nicotine content by up to 95%. The proposal, announced on Wednesday, is a last-minute effort by the Biden administration and, if finalized, would make the United States the first country to impose such a limit. The FDA estimates that reducing nicotine levels could avert 4.3 million deaths by the end of the century and prevent millions of young people from becoming smokers. Additionally, the agency projects that nearly 13 million people could quit smoking within one year after implementation.
