Mongolia, a signatory of the Rome Statute, is technically obligated to comply with the ICC's arrest warrant. However, the Kremlin has expressed confidence that Putin will not be arrested during his visit. The visit is set to commemorate the 85th anniversary of the victory of Soviet and Mongolian forces over Japan. Despite the ICC warrant, Mongolia has reportedly assured Russia that Putin will not be detained.
