The Kremlin announced that Russian President Vladimir Putin has no plans to congratulate Donald Trump on his election victory, citing strained relations with the United States. Kremlin spokesperson Dmitry Peskov described the U.S. as an "unfriendly country involved in a war against Russia" and noted that relations with Washington are at a historic low. Peskov stated that while Putin is open to dialogue, it is impossible to end the Ukrainian conflict overnight, and Trump's statements about peace after victory "may take on a different tone." He added, "We will draw conclusions based on concrete steps and concrete words."
