Two French investigating magistrates have issued a new arrest warrant against Bashar al-Assad, the former Syrian president, for suspected complicity in war crimes. This is the second such warrant issued by French judicial authorities. The warrant specifically links Assad to a 2017 bombing in the Syrian city of Deraa that resulted in the death of a civilian.
