The State Duma, Russia's lower house of parliament, approved the first reading of the legislation, which targets media, internet, movies, and advertising content that encourages people not to have children. Violations of the ban could result in fines of up to $4,100 for individuals and $51,500 for entities. State Duma Speaker Vyacheslav Volodin announced the approval.
