The order, signed on Trump's first day in office, applies only to development programs and not to security assistance, ensuring that military aid to Ukraine remains unaffected. This clarification was confirmed to the Ukrainian service of Voice of America by the Pentagon, emphasizing that contracts for weapon production under the USAI program, as well as any residual and previously planned weapon deliveries from U.S. stockpiles under the PDA program, will continue as scheduled. Ukrainian President Volodymyr Zelenskyy expressed relief over the continuation of military aid, stating, 'I am focused on military aid, it is not stopped, thank God.'
