The attack was confirmed by Ukraine's General Staff, which stated that the operation was a collaboration between the Navy and the Security Service of Ukraine. The Novoshakhtinsk refinery is the only operational oil refinery in the Rostov region, supplying fuel to the Russian military, and has a processing capacity of 7.5 million tons of oil annually.
