The regulations, issued by the ATF in 2022, require licenses, background checks, and serial numbers for self-assembled firearm kits and partially complete frames or receivers. The case questions whether the ATF overstepped its authority with these new rules. The regulations also include provisions to eliminate the 20-year destruction rule and make ATF Forms 4473 permanent documents, effectively creating a gun registry of all commercially transferred firearms dating back to August 2002.
