China Bans Dual-Use Exports of Gallium, Germanium, Antimony to U.S., Citing Security Concerns

China's Ministry of Commerce announced on Tuesday that it is banning, in principle, the export to the United States of certain dual-use items related to gallium, germanium, antimony, graphite, and superhard materials, citing national security concerns and the need to safeguard national interests and fulfill non-proliferation obligations. The ban prohibits exports of these items to U.S. military users or for military purposes and imposes stricter controls on dual-use items. The move includes stricter review of graphite exports. The measures are seen as a response to U.S. semiconductor-related export restrictions imposed on Chinese companies. These materials, essential for semiconductor production and other high-tech applications, have significant dual-use military potential.
