China's Ministry of Commerce announced on Tuesday that it is banning, in principle, the export to the United States of certain dual-use items related to gallium, germanium, antimony, graphite, and superhard materials, citing national security concerns and the need to safeguard national interests and fulfill non-proliferation obligations. The ban prohibits exports of these items to U.S. military users or for military purposes and imposes stricter controls on dual-use items. The move includes stricter review of graphite exports.
