French President Emmanuel Macron convened a final Council of Ministers meeting on December 11, 2024, to present a 'special law' on the budget, aimed at ensuring the continuity of state functions from January 2025. This emergency finance bill, dubbed the 'special law,' is designed to avoid a government shutdown by allowing the collection of taxes and ensuring the operation of public services.
