China Bans Dual-Use Exports to 28 U.S. Defense Firms Including Lockheed Martin; Sanctions 10 Over Taiwan Arms Sales

China's Ministry of Commerce announced on Thursday, January 2, 2025, that it has added 28 U.S. entities to its export control list, including major defense contractors such as Lockheed Martin, Raytheon Missiles & Defense, General Dynamics, and Boeing Defense, Space & Security. Effective immediately, the move prohibits the export of dual-use items to these companies and is in accordance with Chinese laws, including the Export Control Law, to safeguard national security and interests and to fulfill non-proliferation and other international obligations. Furthermore, China has added 10 U.S. companies to its unreliable entities list for participating in arms sales to Taiwan, which Beijing views as undermining its national sovereignty and territorial integrity. The companies include Lockheed Martin Missiles and Fire Control, Raytheon/Lockheed Martin Javelin Joint Venture, and General Dynamics Ordnance and Tactical Systems. These firms will be prohibited from engaging in China-related import or export activities and barred from making new investments in China. Senior executives of these companies may also face restrictions. The sanctions and export controls are a response to continued arms sales by U.S. defense firms to Taiwan, despite China's strong opposition.
