The Zhuhai Intermediate People's Court found Fan guilty of endangering public safety by dangerous means, citing his actions as extremely vile, particularly cruel, and resulting in severe consequences. Fan's motivations were linked to his frustration over a failed marriage and dissatisfaction with the divorce settlement. The court also deprived Fan of his political rights for life.
