Kyivstar and Starlink to Launch Satellite Cellular Services in Ukraine by Late 2025

Kyivstar PJSC, Ukraine's largest mobile operator, has signed an agreement with Elon Musk's Starlink, a division of SpaceX, to implement satellite-powered cellular services in Ukraine. This partnership aims to enhance connectivity in the war-torn country by providing telecom infrastructure that remains operational even during disruptions caused by Russian attacks. The Direct-to-Cell technology will enable mobile connectivity using standard 4G smartphones without additional hardware. The service is expected to launch in late 2025, starting with SMS and OTT messaging in the fourth quarter, followed by voice and data services. Kyivstar's parent company, VEON Group, has committed significant investments to rebuild Ukraine's digital infrastructure, with $1 billion allocated between 2023 and 2027, complementing its $10 billion past investment. Starlink, with its network of over 6,000 satellites, will support this initiative, ensuring stable communication during power outages and in remote areas.
