The Kerala government has approached the Supreme Court of India, urging the formation of a five-judge Constitution Bench to hear its lawsuit against the central government. The case centers on the issue of the ceiling on net borrowing imposed by the Union government. Kerala, represented by senior lawyer Kapil Sibal, seeks to determine whether a state has an enforceable right to raise its borrowing limits beyond the cap set by the central government. Chief Justice of India DY Chandrachud has assured Kerala that a Constitution Bench will be established to address the matter.
