China and Africa Adopt New Action Plan, Pledge Billions and Jobs at 2024 FOCAC Summit

Chinese President Xi Jinping announced on September 5 that China is ready to work with Africa to implement 10 partnership action plans to advance modernization. During the 2024 Summit of the Forum on China-Africa Cooperation (FOCAC) in Beijing, Xi met with UN Secretary-General Antonio Guterres. Gabonese President Brice Clotaire Oligui Nguema emphasized that China-Africa cooperation is founded on sincerity, unity, trust, and mutual benefits. Democratic Republic of the Congo President Felix-Antoine Tshisekedi Tshilombo praised China as a reliable partner in Africa's development. Zimbabwean President Emmerson Mnangagwa highlighted the fruitful cooperation between Zimbabwe and China in political, economic, and social sectors. A declaration on building an all-weather China-Africa community and an action plan for the next three years were adopted at the summit. China also pledged billions in fresh funding and promised to create a million jobs in Africa. Both sides called on the IMF to increase China's share by June 2025, considering Africa's concerns. China will support African countries in utilizing resources from the World Bank.
