A U.S. appeals court ruled on Friday that a regulation ordering deep cuts in power plants' carbon emissions can go ahead while it considers a challenge from more than two dozen Republican-led states. The decision by the D.C. Circuit is a significant victory for the Biden administration and environmentalists, who support the EPA's power plant emissions rule.
