Russian President Vladimir Putin has proposed significant updates to Russia's nuclear doctrine. He stated that Russia reserves the right to use nuclear weapons in case of aggression against Russia or Belarus, including if the enemy poses a critical threat to their sovereignty with conventional weapons. Putin also proposed that aggression by any non-nuclear state, if backed by a nuclear power, should be considered a joint attack on Russia. Additionally, Russia would consider using nuclear weapons if it receives reliable information about the start of a mass cross-border attack by air, involving strategic and tactical aviation, cruise missiles, drones, and hypersonic weapons. Putin emphasized the need to adapt the principles of state policy in the field of nuclear deterrence to current global military-political realities and mentioned the inclusion of military alliances and the Union State.
