The Biden administration is planning to implement additional restrictions on the export of artificial intelligence chips from companies like Nvidia Corp. and Advanced Micro Devices Inc. (AMD) in its final days in office. These measures aim to curb the sale of AI chips used in data centers, targeting both countries and companies. The goal is to concentrate AI development in nations friendly to the U.S. and encourage global businesses to align with American standards. The new rules, expected to be announced as early as Friday, will establish three tiers of trade restrictions. A small number of U.S. allies will have unrestricted access to these chips, while adversaries like China and Russia will be blocked from importing them. The majority of the world will face limits on the total computing power that can be imported into any one country. Companies in these countries can bypass national limits by agreeing to U.S. security and human rights standards, potentially gaining higher import caps. Nvidia has expressed opposition to these restrictions, stating that they could threaten U.S. economic growth and leadership without reducing the risk of misuse. Following the announcement, Nvidia's stock fell, and AMD's stock also experienced a decline.
