Russian President Vladimir Putin is scheduled to visit Mongolia on September 3, marking his first trip to a member state of the International Criminal Court (ICC) since the court issued an arrest warrant for him in March 2023 over alleged war crimes in Ukraine. Mongolia, an ICC signatory, is technically obligated to arrest Putin under the Rome Statute. However, Mongolia has maintained a neutral stance on Russia's 2022 invasion of Ukraine, making it unlikely that Ulaanbaatar would detain him. The visit is at the invitation of Mongolian President Ukhnaagiin Khurelsukh and coincides with events commemorating the 85th anniversary of the Soviet and Mongolian victory over Japanese forces. The Kremlin has expressed no concern over the potential for arrest, citing strong diplomatic relations with Mongolia.
