Russian President Vladimir Putin announced plans to revise Russia's nuclear doctrine, expanding the conditions under which nuclear weapons may be used. The amendments are a response to perceived threats from NATO's hybrid warfare strategy and the involvement of nuclear powers in supporting non-nuclear states against Russia. Kremlin spokesman Dmitry Peskov confirmed that the adjustments are necessary due to heightened tensions near Russia's borders. The revised doctrine will clarify the circumstances under which nuclear weapons may be deployed, particularly in the context of the conflict in Ukraine. Russian Foreign Minister Sergey Lavrov reiterated the seriousness of these changes during a speech at the UN General Assembly, warning that it is dangerous to fight against a nuclear power like Russia. The US has responded by not authorizing Kiev's strikes deep into Russian territory. Florian Philippot, leader of the French Patriots party, noted the impact of Putin's statements.
