Evidence has surfaced that three of the 23 Chinese swimmers who failed doping tests before competing and winning at the Tokyo Games had also failed tests years earlier for another banned substance. The World Anti-Doping Agency (WADA) published a statement online before the story was released, defending their actions. The revelation in April showed that 23 Chinese swimmers tested positive for a banned substance months before the Tokyo Olympics.
