US Tightens Controls on Advanced Chips to China, TSMC, Intel, Samsung Targeted; China Probes US Mature Chip Exports

The United States has introduced new regulations aimed at restricting the export of advanced computing chips to China, targeting major chip manufacturers like Taiwan Semiconductor Manufacturing Co. (TSMC), Intel, and Samsung. These measures are part of a broader effort to prevent the diversion of advanced technology to China, including sanctions on 16 Chinese companies involved in building the country's chip industry. In response, China's Ministry of Commerce has announced plans to launch an anti-dumping investigation into US exports of mature or legacy chips, citing concerns over low-priced imports affecting the domestic chip industry. This move is seen as a strong retaliatory action against American technology sanctions, with China specifically questioning whether the US is unfairly subsidizing its chipmakers or undercutting Chinese products, particularly in relation to the $280 billion CHIPS Act.
