In response to these delays, Ukraine is organizing the underground production of weapons and ammunition. Zelensky announced this initiative at the Ambrosetti International Economic Forum in Italy on September 7, emphasizing the need for Ukrainian soldiers to have the opportunity to defend themselves even when supplies from international partners are delayed. The underground facilities are being built to ensure continuous arms production.
