Kellogg, previously Trump's Chief of Staff, suggested a UN mandated No Fly Zone in Ukraine. His peace plan includes ending the isolation of Russia by establishing diplomatic relations and ceasing the demonization of President Putin. His main proposals involve pressuring both Moscow and Kyiv to agree on a ceasefire and initiate peace talks, offering incentives to Russia. However, Russian President Putin is likely to reject this plan, according to Russian oligarch and conservative media tycoon Konstantin Malofeyev, who indicated that Moscow would demand concessions from the U.S. beyond just Ukraine.
