Yoon also emphasized that North Korea seeks U.S. attention by showcasing its nuclear capabilities. Additionally, South Korea and the Philippines have agreed to strengthen strategic cooperation, upholding a rules-based international order. Both nations discussed a wide range of regional and global issues, reaffirming that the international community will not condone North Korea's nuclear programs and provocations. They also signed a memorandum of understanding for infrastructure development valued at $2 billion and agreed to conduct a feasibility study on rehabilitating the Philippines' mothballed nuclear plant. South Korea has also vowed to help modernize the Philippine military as part of their new strategic partnership, focusing on defense and energy cooperation.
