Leaked Russian state correspondence reveals that Russia has been secretly acquiring sensitive goods from India and exploring the construction of facilities in the country to secure components for its war effort in Ukraine. The Financial Times reports that Russia has established a covert trade channel with India to obtain potentially sanctioned 'dual-use' electronics. In October 2022, Russia planned to spend approximately 82 billion rupees (around $1 billion at the time) on securing critical components. The documents also indicate that Moscow's industry ministry outlined a $1 billion plan to fund joint Russian-Indian projects for development and production, using rupees amassed from oil sales.
