Russia has accused Western intelligence services, particularly the British foreign intelligence service MI6, of preparing Ukrainian saboteurs to target Russian nuclear sites. Russia's Permanent Representative to the UN, Nebenzya, stated that these sabotage groups were trained for provocations at nuclear power plants in Russia, including a planned attack on the Kursk nuclear power plant. International security consultant Earl Rasmussen suggested that the West is likely to distance itself from the planned sabotage and allow Kiev to take the blame.
