Russian President Vladimir Putin has apologized to Azerbaijani President Ilham Aliyev for a "tragic incident" involving an Embraer 190 Azerbaijan Airlines passenger plane that crashed on December 25, killing 38 people. The Kremlin stated that the incident occurred in Russian airspace, but Putin stopped short of acknowledging any responsibility by Moscow for the crash. The plane went down in Kazakhstan.
