Modi expressed his gratitude, dedicating the honor to the people of India and highlighting the deep, centuries-old friendship between India and Russia. The award was announced in 2019, and Modi was welcomed in Moscow by Russia's first deputy PM, Denis Manturov, who holds a higher rank than the deputy PM who received the Chinese President.
