North Korean Foreign Minister Choe Son Hui met with Russian Foreign Minister Sergey Lavrov in Moscow on November 1, reaffirming Pyongyang's support for Russia in its conflict with Ukraine. Choe stated that North Korea will stand firmly by Russia until "victory" is achieved in Ukraine, following instructions from leader Kim Jong Un to provide unwavering support to the Russian army and people without "looking back at anyone". She referred to Russia's military operation as a "holy war" and described military ties between the two nations as "unbeatable". The meeting comes amid U.S. warnings that thousands of North Korean troops could be deployed to Ukraine to assist Russia. Choe also accused the U.S. and South Korea of plotting a nuclear strike against North Korea.
