Letcher County, Kentucky Sheriff Mickey Stines, 43, has been arrested and charged with first-degree murder after fatally shooting District Judge Kevin Mullins inside his courthouse chambers. The incident occurred following an argument between Stines and Mullins. The shooting, confirmed by the coroner, took place at the Letcher County Courthouse in Whitesburg, Kentucky, and was confirmed by Governor Andy Beshear.
