Letcher County Sheriff Mickey Stines, 43, has been arrested and charged with first-degree murder after fatally shooting District Judge Kevin Mullins in his chambers at the Letcher County Courthouse in Whitesburg, Kentucky. The incident occurred on Thursday afternoon following an argument between Stines and Mullins. Governor Andy Beshear confirmed the death and expressed his condolences. Stines was taken into custody without incident. The coroner confirmed 1 dead.
