Letcher County, Kentucky Sheriff Mickey Stines has been arrested and charged with first-degree murder after allegedly shooting and killing District Judge Kevin Mullins, 54, in his courthouse chambers in Whitesburg. The incident occurred on Thursday afternoon following an argument between Stines and Mullins. Multiple emergency crews responded to the scene, and Stines was taken into custody without incident.
