The state's program, which targeted non-citizens, was challenged by the Department of Justice and advocacy groups as illegal. Judge Patricia Giles, a Biden-appointed judge, ruled that the program violated the National Voter Registration Act (NVRA) and granted an injunction to halt the voter purge. The decision comes just 11 days before an election, raising concerns about the timing and legality of the voter removal process. Governor Youngkin has announced plans to appeal the ruling.
