Finland and fourteen other EU countries have signed up to procure bird-flu vaccines, with the American government also purchasing them in anticipation of a potential pandemic. This move comes as a strain of H5N1 bird flu currently circulating has infected hundreds of mammals, which is usually rare for the virus.
