VisitEcuadorian Man Charged with Murder of 21-Year-Old on Her Birthday in Syracuse

Jhon Moises Chacaguasay-Ilbis, an Ecuadorian man who entered the U.S. illegally last year, has been arrested and charged with the murder of 21-year-old Joselyn Jhoana Toaquiza in Syracuse, New York. Chacaguasay-Ilbis allegedly strangled Toaquiza to death on her 21st birthday and buried her body in a park. He was charged with second-degree murder and concealment of a human corpse. Chacaguasay-Ilbis had turned himself in to U.S. Customs and Border Protection last year and was released into the country. The arrest occurred on Wednesday, and he was caught on video carrying the victim.
