Deputy Foreign Affairs Minister David Morrison informed a parliamentary committee that Amit Shah, a close ally of Prime Minister Narendra Modi, was linked to activities threatening Canada's security, including plots against Sikh activists such as Hardeep Singh Nijjar. Gurpatwant Singh Pannun, a prominent Khalistani separatist, has also claimed that India is operating a 'spy network' in the U.S. and Canada.
