According to Admiral Samuel Paparo, commander of the U.S. Indo-Pacific Command, the plan involves deploying thousands of unmanned submarines, ships, and drones in the Taiwan Strait. This strategy aims to create chaos and delay China's invasion fleet, giving the U.S. time to mount a full response. The 'Hellscape' strategy is designed to counteract Chinese President Xi Jinping's assumed plans for an invasion across the 100-mile waterway separating China and Taiwan. Paparo emphasized the importance of defending Taiwan and stated, 'I want to turn the Taiwan Strait into an unmanned hell.'
