Brazil's CCJ Approves 'PEC da Vida' in 35-15 Vote Amid Protests

On November 27, 2024, the Commission of Constitution and Justice (CCJ) of the Brazilian Chamber of Deputies approved, by a vote of 35 to 15, the admissibility of Proposal of Constitutional Amendment (PEC) 164/2012, also known as the 'PEC da Vida,' which seeks to guarantee the inviolability of the right to life from conception. The PEC, if enacted, would prohibit abortion in all circumstances, including those currently permitted by law, such as cases of rape, anencephaly, or risk to the mother's life. The session was interrupted by protests from women's rights activists who entered the chamber, demanding the withdrawal of the proposal. Despite the disruptions, the CCJ advanced the measure, which will now be analyzed by a special commission to be created. The president of the CCJ, Caroline de Toni, presided over the session amid the demonstrations. The proposal has been celebrated by conservative deputies as a significant victory, while critics argue it represents a setback for women's rights.
