Russia is procuring second-hand machine tools from China to boost its weapons production amidst ongoing Western sanctions. These tools, including 20-30-year-old high-precision Tsugami machines, are being acquired through covert means to evade sanctions. Despite more than two years of punitive measures, cunning businesses are facilitating these transactions. The Center for Advanced Defense Studies has identified these shady schemes. Additionally, China has authorized small banks in its northeast region to facilitate payments for Russia. This move comes after the U.S. imposed sanctions on the only Russian bank branch in China. President Vladimir Putin's recent visit to China has also helped secure alternative payment methods for the two countries. China has provided microchips, machine tools, and other dual-use components to support Russian factories.
