The pagers were part of a larger strategy that included the use of walkie-talkies, which had been sold to Hezbollah over a decade ago without their knowledge of the embedded explosives. Mossad agents Michael and Gabriel revealed that the agency created a network of front companies to supply these devices, with one agent stating that they had created a 'fictitious world' to deceive Hezbollah into purchasing the gadgets. Over 16,000 walkie-talkies were sold to Hezbollah, and the operation was expanded to include 5,000 beepers purchased from a fake company named Gold Apollo.
