Nvidia Decries Biden's Final-Days AI Chip Export Curbs Targeting 120 Countries

In the final days of the Biden administration, new export controls aimed at limiting the global spread of advanced AI chips have been unveiled. The 200-plus page regulations, expected to be published as soon as Monday, seek to restrict the export of high-performance AI chips to about 120 countries, in a bid to prevent adversarial nations from accessing cutting-edge technology. Nvidia Corp., whose shares have declined premarket amid concerns over the regulation, has publicly criticized the new "AI Diffusion" rule. Ned Finkle, Nvidia's Vice President of Government Affairs, called the rules "misguided," warning that they will stifle innovation and undermine America's global technology leadership. The Semiconductor Industry Association has also expressed concerns about the potential impact on the semiconductor industry and AI landscape. The rules exempt 18 U.S. allies and partners, including Japan, Britain, and the Netherlands, allowing them unrestricted access to AI chips. Authorized U.S.-based cloud providers, such as Amazon, Google, and Microsoft, must keep at least half their controlled AI chips inside the U.S. The incoming Trump administration will decide how to implement or revise these controls.
