The video, which has circulated widely on Russian Telegram channels, depicts a military police officer, identified by the call sign 'Madman,' torturing the soldiers. One soldier's spine was reportedly broken during the assault. The officer involved, Alexander Koshelev, has been arrested following the leak of the video. The regional government of Tuva has taken control of the investigation into these incidents, which also included threats of rape against the soldiers.
